Petition Process

1. The city or any of its agencies don't care how you started an association and there are no fees required.

2. The fee ($50.00) is the charge to register with the Secretary of State, accompanied by the form, which in short is an incorporation of the association, without the legal process.

TO COMPLETE A PETITION FOR A "NEIGHBORHOOD ASSOCIATION"

1. Determine the number of "lots" or owners in the boundary area you have chosen.
2. Take the petition door to door for signature of approval.
3. Fifty percent (50%) plus 1 is the necessary number of petition signatures.
4. If that number is reached then proceed with bylaws, election, etc.
5. File the petitions and bylaws with the County Clerk and Recorder
6. File appropriate forms with Secretary of State
7. Notify City Planning or complete and mail the form below (Sally) (385-5351, Gladys Akbari) that you are a recognized association and want to be included in their contact information and map.

TO COMPLETE A PETITION FOR A "HOMEOWNER ASSOCIATION"

1. If there are active covenants, check to see what percentage of owners are required to make changes. If there were an active HOA at one time, this number would be the percentage stated in the covenants. It's always safe to use that number in any case.

The other way to get the signatures is to advertise a neighborhood meeting, by flyer, etc., and try to get the required signatures at the meeting. Tamarron did that a few years ago and got the majority that way. The hardest thing is to get the neighborhood to support enforcing the covenants after they have been out of force for any length of time.

PURPOSE OF THE PETITION: By signing this petition, you agree to the formation of a non-profit association, here-in-after known as, The Park Hill Neighborhood Association. Passage of the petition is contingent upon obtaining signatures totaling 51 percent of residents within the boundaries outlined above.

The establishment of the afore mentioned Neighborhood Association is for the purpose of developing community improvement plans, raising funds for community improvements and programs, applying for governmental funding for community mandated improvements and programs, and for the purpose of promoting a safe community environment for all resident families.

This Petition is being circulated to determine the reasonable requirements, needs and desires of the neighborhood regarding the establishment of a Neighborhood Association. Said Neighborhood Association to be established for the purpose of developing community improvement plans, raising funds for community mandated improvements and programs, applying for governmental funding for community mandated improvements and programs, and for the purpose of establishing community unity.

The Neighborhood Association will be comprised of duly elected, volunteers selected from within the neighborhood boundaries. The boundaries shall be, Palmer Park on the north, Murray Road on the east, Airport Road on the south and North and South Circle Drive on the west.

INSTRUCTIONS:

To sign this Petition, you must be over the age of 21 years, and: (1) a resident owner or tenant, of the neighborhood or (2), the owner or manager of a business in the neighborhood.
