City of Colorado Springs Council Elections:
Candidate Bernie Herpin was present and introduced himself. CONO will be hosting a Council candidate forum at the Carnegie Library; to be held after application filing deadline but before the mail-in ballots are released.
Executive Committee (EC):
Liz Lancaster, Cragmor Village was selected by the CONO EC to fill the At-Large vacancy.
CONO Priorities
President Dave Munger briefed the membership on proposed CONO CY09 priorities.
- 1-Help organize more neighborhoods in the bounds of El Paso County
- 2-Recruit neighborhood organizations to join CONO (increase membership)
- 3-Improve communications about the public process of the city and county
- Continue to welcome city/county officials to CONO meetings

Public Safety
A general discussion on neighborhood safety and criminal activity issues was held. Primary discussion included a) increases in neighborhood vandalism, b) support the CSPD neighborhood watch program, c) creating email communication networks tree, and d) setting up a communication center to contact the CSPD. Other comments included - Report on strange people/cars. Have a CONO forum on how to set up neighborhood watches. Post criminal activity on the CONO website. ONEN hired a security patrol; revamping the neighborhood watch cut down the crime statistics. The neighborhood watch program is a state of mind/an attitude to watch out for each other. We need a sense of joint welfare and responsibility.
- It was general consensus that CONO should sponsor a neighborhood briefing on how to establish a neighborhood watch.
Coyotes and Deer
Rick Hoover – His neighborhood is working with the City on new methods for fighting the growing coyote population threat. CONO needs to support Councilwoman Radford’s efforts. Falcon Estates has two wild packs; beginning to threaten pets and stalk children-growing bolder.
- Issues: Restaurants need to stop feeding the wild animals. Minimize the food supply. Animals know safe territory; need to be able to use bows within city limits. Need to be careful; public safety is paramount. Dept of Agriculture could be of assistance. Humans cannot be put at risk to solve this issue.
- Options: Put together a program wit the City/Dept of Ag/Div of Wildlife. CONO should host a public briefing. Contact UCCS extension mitigation on wild animal issues. Contact Dave Munger if you are interested in helping put a program together to address this issue.
Code Scrub
Rick Hoover and Jan Doran updated CONO on the Code Scrub effort. The effort changed last week and will submitted to city planning prior to going to council. Chapter 7 was extensively cleaned up with redundancies and errors removed; a reduction of 60 pages. Cross-referencing was used extensively. Even the contentious issues went well.
- The task force will address Greenfield vs. infill development; different processes are required.
D-11 Update
CONO shall contact the D11 Board of Education. CONO is an advocate for the preservation of neighborhood schools throughout the entire school district as recommended by CONO representative Welling Clark.

Neighborhood Roundtable
Park Hill, Nancy Mattys: Graffiti is getting out of hand. Need CSPD support.
Country Club Estates, Carl: The neighborhood is setting up its neighborhood watch program.
Mesa, Marj Webster: Sunrise Development; thanks to CONO for forcing the entire development review vice piecemeal. The appeal hearing is set for 24 Feb 2009.
Skyway, Steve Vogt: The Skyway website is up.
Visitor, Al Brody: Commented on the expensiveness of the CSU southern delivery system.
George Town Square, Bill Greer: Held its annual meeting. Membership apathy is an issue.
Old Ranch, Suzy Miller: Provided advice on how to address D11 administration school closure.
CONO, Susanne Barr: Reminded the neighborhoods to pay their FY09 CONO dues.
OWN, Welling Clark.: Updated Westside crime activity/trend with burglaries occurring in close proximity to the homeless camps.
Mid Palmer Park, Charles Barber: Commented that while code enforcement very complimentary but not very effective in enforcement.
