Rawl’s Open Space, Ken Kline – discussed an issue where a developer was going to build in their neighborhood with a housing density five times that of the surrounding area. The neighborhood has appealed to City Council and will be heard on 28 April 2009. President Munger stated that this case is a model for the requirement of in-fill development policy being different than green field development (like Banning Lewis Ranch). CONO authorized President Munger to represent CONO at the 28 April 2009 City Council Meeting. Three specific points will be addressed to Council:

  • The development was not adequately addressed with the neighborhood
  • There is a need for a comprehensive decision on in-fill development
  • The city needs to define “what is a neighborhood”
  • Pleasant Valley, Carol Corcoran: Discussed an issue where two brothers are becoming neighborhood bullies, provided examples of their harassment of fellow neighbors, and asked for advice/recommendations from any neighborhood having this type of issue.

Soaring Eagle, Mike: Discussed the neighborhood’s issue with a “big box store” being developed in the middle of a neighborhood. The area was originally identified as the location of an elementary school. Now, it appears that a Wal-Mart store is being planned for development on that property. Traffic flow is expected to be an issue due to a single entrance/egress point.

Rustic Hills, Rick Hoover: Reminded the membership of the 25 April 2009 Wildlife forum being hosted by the Department of Wildlife (DOW). Coyotes, deer, bears, large cats, and nuisance animals will be the topics of discussion.
