President Dave Munger opened the meeting at approximately 7:10 PM and welcomed all members and guests. All attendees introduced themselves and the areas they represent.
Silver Key Presentation
Lorri Orwig briefed the membership on the services provided by Silver Key and provided contact handout information. More than just Meals-on-Wheels; Silver Key has a wide range of services for seniors, neighborhood clean-ups, property maintenance & repair, and other types of services. She encouraged neighborhoods to watch out for the senior citizen residents, and offered to partner with neighborhoods in improving life for their seniors. Website: www.silverkey.org

Treasurer’s Report – Susanne Barr
Association balance – $2868.94
Mailing notification is costing too much funds. There was discussion about using electronic notification. All attendees agreed that they would prefer to receive meeting notification by e-mail rather than mail. It was decided that at least the next meeting announcement would be sent via postcard and e-mail with an e-mail notification to all members asking them to indicate whether they would prefer to receive notifications of CONO meetings by e-mail only.
Pending Revisions of By-Laws:
A proposed revision will be sent out to the membership for review and comment. A vote will be required in October to ratify the changes/revisions. Most changes are for clarity and completeness purposes. Two major changes were discussed at length: the Director Emeritus position and the election process for CONO officers. The following motions were made:
Motion - Change the Director Emeritus language to read that multiple Director Emeriti can be voted into office at the annual October meeting.

Upcoming Election of Officers:
President Munger asked Jan Doran, Pat Webb, and Marjorie Smith to staff the Nominating Committee. Dave Munger encouraged membership to run for office.
CONO/City Communication Review
Dave Munger discussed the electronic notification of land use review applications and variance requests, and road closure/narrowing/maintenance notifications. CONO receives such notifications from the City and sends those on to members for their use, including their forwarding to residents of the affected neighborhoods. Members present agreed that these notifications were very useful and urged their continuance. Welling Clark discussed an issue on the Westside about the City not notifying the NOA when the City contacted Westside residents individually regarding a land use review.
Wildlife Management
Rick Hoover briefed the membership on the Council response to the proposed revision of City code to allow the killing of problem coyotes by licensed individuals. With lukewarm support from the City Attorney & Chief of Police, Council did not approve the revision. Rick recommended that we rework this effort and restart from the ground up with lessons learned. We plan to address a broad spectrum of wildlife problems/issues and establish an extensive community education process as part of a comprehensive approach to wildlife management. Rick pointed out that Amendment 14 is a hindrance in that it prohibits the use of live traps. The Executive Board shall meet to discuss our approach further and present at the August CONO meeting a recommended path forward that encourages the City to initiate a wildlife management policy.
Farm and Service Animals Policy
Marjorie Smith discussed the difference between farm animals, service animals, and therapy animals, and their use within the city limits of Colorado Springs. She warned about relaxing city codes that could result in allowing farm animals in urban neighborhood areas; there are significant issues.
Neighborhood Signs
CONO has recommended the following policy to the City:
- Recognized neighborhood associations should be able to put signs announcing their meetings and activities on public property within the neighborhood, including medians and islands, for a limited period of time. Signs should be the standard real estate size (approximately 18” x 24”), put up no more than one week prior to the event, and taken down within 24 hours of the event.
County Prescription Drug Policy
Dave Munger briefed the membership on El Paso County’s new card prescription policy.
Neighborhood Roundtable
OWN, Welling Clark: Thanked Asst City Manager Johnson for setting up a meeting with OWN to resolve an issue with a city employee.
Comstock, Pat Webb: Commented on their successful community garage sale. Everyone is invited to attend their Jazz Band.
Middle Palmer Park, Charles Barber: former Sheriff Berry’s wife passed away.
Cragmoor Village, Liz Lancaster: Their Firewise effort was successful and an upcoming annual meeting is scheduled.
Rustic Hills, Rick Hoover: Had a very successful clean-up day and used a chipper all day long as part of their Firewise effort.
Valley at Erindale, Diane Butlak: Encouraged everyone to take pictures of historic buildings and trees before razing and remodeling. Document and take pictures of existing historic structures.
Claremont Ranch, Seth Bowden: Need help forming an NOA.
CSU, Kristin Flannery: Provided a CSU handout and discussed it information
ONEN, Susanne Barr: The neighborhood garage sale went well. Had a July parade, very successful. Fire Station 2 is receiving an historic designation by the ONEN, with city participation.
The August meeting will be at the Cheyenne Mountain Zoo. Everyone is welcome.
Sunrise Land Company (Kissing Camels area) has offered to host a CONO meeting in November.
