Council of Neighbors and Organizations May 6, 2008 -MINUTES-
Welcome President Francine Hansen opened the meeting at 7:00 p.m. and welcomed all members and guests.

Presentation #1: Geoff Ames, President, Pikes Peak Mobility Coalition How Multi-Modal Transportation Benefits You ·Distributed Public Transportation facts highlighting many benefits of public transportation. Also see: www.apta.com/media/facts.cfm#hw03 ·Multi-modal transportation includes all methods of transportation ·Mobility is where you want to be and when you want to be there. ·Without good public transportation, we face the following problems: oCongestion, safety, poor maintenance of roads and sidewalks oWe buy oil from countries that hate us the most oWe should be the parents of our future, not the offspring of our past
Presentation #2: Rich Guy, Downtown Partnership Conversion to Streetcars ·A new shuttle fleet is being introduced as of June 2. ·Plan to replace shuttle with electric streetcars – hope to eventually go to UCCS ·A feasibility study will start soon – partners include UCCS, CC, BID, Downtown Partnership. Cost of study is between $100-150,000 ·FREX is also looking at a rail system for front range travel

Approval of April 1, 2008 minutes The April 1, 2008 minutes were presented. A motion to approve the minutes with the following correction was made: Change Chief Ron Myers to Chief Richard Myers. As there were no further corrections or changes, the minutes were approved with the noted correction. Treasurer’s Report – Susanne Barr ·Association balance – $2,909.98. This balance does not include forum expenses
Updates Forum: ·Thanks to all who helped make it a success. The City was a great partner. ·Regional Building department facility was excellent and provided a great venue for vendors and presenters ·More than 225 attendees. ·Lenard Rioth was a great draw as always. He drew more than 100 attendees
Citizens Academy: ·Applications due by August 1. Also available online on City website ·Classes start September 10 TISC: ·Have begun to move beyond the Nevada Avenue solution ·Will look at 12 potential road segments that are part of the truck route system. ·Will begin the public process when they decide on particular segments – the first is Austin Bluffs from Nevada to Union. Will be chaired by Rick Wright ·Information will be provided when the public process starts. False Alarms: ·Considering an annual registration fee ·Will be first and second readings on the proposed ordinance City Planning Administrative Approvals: ·Draft letter to Mayor Rivera and City Council attached regarding CONO’s position ·Paragraph 3 – intent is that they pick up efforts to enforce violations Citizens for Effective Government (see distributed brochure): ·Concerns about the potential for a community public health & safety crisis ·Shortage of officers in both Police and Fire departments ·Health inspector shortage – restaurants not being inspected as needed ·Have to find ways to improve the situation Development Review Enterprise: ·Part of the development process under Bret Veltman. ·Need a CONO representative to committee who will listen to what is occurring, look at the process and see its effectiveness. Committee meets once per quarter. ·Rick Hoover volunteered to attend. ·Motion made and seconded to appoint Rick Hoover as CONO’s representative to the Development Review Enterprise. *Motion Carried* CONO Meeting Survey: ·Question #1 – Have speaker, but limit time. Allow an additional speaker if there is a deadline, but provide information in advance to members so they have information before coming to the meeting. ·Question #2 – Allow questions but limit Q & A. If someone has a question that is particular to their area only, they can meet with the speaker separately. ·Question #3 – Limit updates to no more than 5 minutes each ·Make sure we always have time for member round table discussion. ·A wireless microphone is needed. Motion made and seconded to purchase a wireless microphone. *Motion Carried* June & July Meetings: ·We will not have a speaker. ·Will decide on July meeting in June
Member Round Table ·Jeanette Givens, PVNA: residents behind proposed senior facility have asked for some changes to the proposal. Front Range Church finally building their facility on west side of Centennial just north of 30th Street. ·Dave Munger, ONE: Working on Traffic Calming Plans with CC. Putting together a Central Colorado Springs Coalition which will include a number of central neighborhoods that will work together on development issues, etc. ·Pat Webb, Comstock Village HOA: Firewise is bringing the chipper to their neighborhood for 5 days next week. Firewise has a new requirement that you have to either go to a meeting or have a review of your property before they will come out. ·Ellen Rieck, Pinecliff: starting family movie nights in June in their park ·Charles Barber, MPPBNA: see handouts ·Bob Parker, Airport Space: 2 new buildings on the airport service road ·Larry Bagley, HOAFE: Bringing dumpsters in June to haul out trash; also have a garage sale in June; helicopters are increasing at Memorial Hospital Central. There is an RFP to see what can be done to reduce the noise. ·Kristin Flannery, CSU: has a new effort on environmental stewardship – doing a 3-5 sentence survey ·Charles Castle, Retreat @ Rockrimmon: now have 15 members ·Rick O’Connell, Golden Hills: annual meeting is tomorrow night – have a speaker from the Dept. of Wildlife ·Rick Hoover, Rustic Hills: old railroad ties from the Rock Island Trail will be available on donation basis for $5-$10 at the Rustic Hills Baptist Church ·Dick Hansen, Mountain Shadows: 3rd annual garage sale on 5/15. Will have shredder truck available on 6/07 to shred documents. Firewise in September ·Carl Willenbrock, Country Club HOA: annual meeting in April was well attended.
