                                                                MEMBERSHIP MEETING MINUTES

I.                   WELCOME -  President Dave Munger called the meeting to order at 7:00p.m. and welcomed all members and guests. All attendees introduced themselves and the areas that they represent. 

Rick Hoover’s brother has passed away. Our thoughts and prayers are with his family.

II.                 PRESENTATION FROM DESIGNATED DRIVER OF COLORADO SPRINGS-  Nonie Rispin, founder, gave an introduction of the program to include the program’s benefits and history.  Rides are offered at sponsoring locations from 10:00p.m. to 3:00 a.m. Tuesday through Saturday.  The service is no cost and the people that work are volunteers.  Sponsorships are available.

III.               VALIDATION OF QUORUM-  Representatives of 15neighborhood organization members were present at the meeting.

IV.               CIRCULATION OF SIGN-IN SHEETS-  Sign-in sheets were circulated for neighborhood representative correction and signature.

V.                 APPROVAL OF MINUTES-  Approval of October 6, 2009 minutes.

Motion: Steve Vogt, Skyway Association                               Second: Dalton Connor, La Mesa HOA

        Vote (yes-no-abstain):  13-0-0  (some members showed up late, so the vote doesn’t represent 15 votes).

VI.               TREASURER’S REPORT- Susanne Barr gave a correction to September’s financial report to show that the balance for September was actually $2,199.81 and not $2,243.77.  The Association balance for October is $2067.28.  No new members since last month.

VII.             PRESENTATION ON THE QUALITY OF LIFE INDICATORS REPORT-  Presentation was given by Susan Saksa.  The downloadable version of the report is available at www.pikespeakqualityoflife.org.  Susan thanked the various sponsors that put the report together.  There are 85 different indicators that fall into 9 different areas.  Those areas are: Economy, Social Wellbeing, Environment, Health, Education, Arts Culture and Recreation, Transportation, Safety and Community Engagement. Discussion between the floor and presenter followed.

VIII.           DISCUSSION REGARDING CONO POLICY ON VACATION HOME RENTALS-  Dave said the committee made up of VHR owners and neighbors of VHM was disbanded by the city because of a fundamental and unresolvable disagreement.  VHM owners participating in the committee were unwilling to be regulated by the city. Dave and Welling presented the suggested policy to read as follows:  “The short-term rental of houses as vacation homes should be subject to existing city code. Owners of such homes must seek a use variance to receive approval for such use, subject to appropriate neighborhood input regarding parking availability, appropriate health and safety standards, and use and maintenance in keeping with the character of the neighborhood and the approval of the affected residents.  All such enterprises shall be subject to commercial sales and property taxation.” Welling gave a report on having the VHR abiding by the same rules and regulations that the Bed and Breakfasts have to abide by.  Motion was made for CONO to adopt this policy in order to present it to Council.

IX.               DISCUSSION ON CODE INSPECTORS-  Dave gave an update on CONO supporting the use of code inspectors at the city budget meeting. On November 9, 2009 at 2:00 there is going to be the budget mark up meeting at city hall.  We need to attend if possible to encourage council to keep the code inspectors on the payroll.  Please contact either your council member or the entire council if you are not able to attend.  All council members may be reached by e-mail at allcouncil@springsgov.com.

X.                 MEDICAL MARIJUANA DISCUSSION -  Councilman Paige set up a forum to discuss the regulations to be placed on the growers of medical marijuana to be held at 7:00p.m. on November 5, 2009 at city hall. It would be nice to have a CONO rep there to discuss the zoning regs.  (Dave Munger, Jan Doran, and Bob Smith plan to attend.)

XI.               NEIGHBORHOOD ROUNDTABLE-  OWN(Welling) spoke about the meet and greet on November 17 at 7:00 p.m. at Buena Vista for new Councilman Sean Paige.  He also asked to have a rep from the Sky Sox at our next meeting to discuss the possibility of a CONO sponsored day at the park.  MOUNTAIN SHADOWS(Francine) took a neighbor to court for a covenants violation and the judge ruled in favor of the neighborhood association.

XII.             ADJOURNMENT-  Meeting was adjourned at 9:23p.m.
