Vice President Larry opened the meeting at approximately 7:04 PM and welcomed all members and guests. All attendees introduced themselves and the areas they represent. President Munger arrived and took over the meeting.

Audit Report
Larry Bagley briefed the Treasurer’s audit to the membership.
- On 01 October 2009, Liz Lancaster, Francine Hansen, and Larry Bagley reviewed/audited the 2008, 2009, and 2007 Treasurer's records and found them to be complete, accurate, detailed, and meticulous. The records are thorough, well organized, and easily reviewed/audited. Susanne Barr has maintained an excellent record accounting and recording CONO income and disbursements. If there are any questions contact Liz, Francine, or me. If a signed hard copy letter is required for the records it can be provided at the next CONO meeting.
Revisions to the By-Laws:
President Munger briefed the proposed bylaw revisions. The proposed revision was accepted except as amended below.

CONO Economic Forums
Dave Munger discussed the status of the economic forums and asked for comments from the membership. One member stated he had a concern about the disenfranchising of citizens by threatening their Transit services. Another cited that the City has missed sales tax because big box stores/sales tax revenue centers are now being built outside city limits. The difficulty caused by the City’s large geographic “dispersement” makes public transit difficult. Transit goes from a $9 million budget to a $3 million budget.
Second forum, Dr. Crowley discussed that TABOR is incorrect. Changes are added rather than multiples population/inflation; artificially/incorrectly reduces revenue to government. The Gallagher Amendment was discussed. Economic rebound will not occur quickly. Other cities are growing faster even though COS has many desirable attributes

Neighborhood Roundtable
OWN, Welling Clark: Deferred to Rose & Bob Kliewer regarding the Vacation Rental Home problem on the Westside. CONO members cited that they are in agreement with OWN this is a citywide concern.
Comstock, Pat Webb: Thanked CONO for moderating their economic forum.
Discovery, Jan Doran: Very few foreclosures
CSU, Kristin Flannery: CSU is offering presentations.
Patty Jewett, Joe Sowell: 33% of residents showed up at annual block party.
MiddlePalmer Park, Charles Barber: Commented that former Sheriff Berry ’s wife passed away.

ONEN, Dave Munger: No longer website manager. ONEN supports 2C and opposes 300.
Sunrise Land Company (Kissing Camels area) has offered to host a CONO meeting in November; information to follow.
