Welling Clark is Secretary of the Council of Neighbors and Organizations, having been appointed to the position in October 2008. From 1999 through 2004 he served as Chair of the CONO Public Safety Committee.

Welling has served as President of the Organization of Westside Neighbors (OWN) since 2006. He previously has served OWN as Secretary and Vice-President. Welling, and his wife Sallie (now El Paso County Commissioner), became involved in neighborhood issues when they led the fight to save Fire Station 3 from closure in 1997. Since that time they both have become very involved in all aspects of public safety for the City of Colorado Springs, El Paso County, and on a national level. 

Welling and Sallie moved to Colorado Springs in 1985, opened their bed & breakfast inn in 1986, and founded the state B&B trade association, and helped to established numerous state laws and regulatory criteria for the Colorado B&B industry. They are the longest established B&B innkeepers in the state of Colorado, running the Holden House-1902 B&B inn with their two cats Mei Lin and Mingtoy. Welling currently works at ITT Corporation (formerly Kaman Sciences Corporation) as a Principal Engineer.

Welling served in the U.S. Navy as both enlisted and commissioned. He was on active duty from 1978-1985 and reserve duty from 1985 through 1990. As an officer he served as a combat systems officer, Unrestricted Line - Surface Warfare with expertise in multi-threat environment response.
