She recognized the need for a Neighborhood Network to communicate effectively with the city council and address critical issues affecting her community. Intrigued by the prospect of learning more about civics and community building, she decided to take the plunge by enrolling in classes. The initial goal was to prevent one-way streets from disrupting the neighborhood's harmony. Living in District 5, Gloria faced challenges in her community. Instead of succumbing to negativity, she took the initiative to form a neighborhood association. Flyers went up, a board was formed, and Gloria became a driving force for positive change.
